New Zealand already restricts some benefit spending as Florida goes further

Florida is moving to become the first US state to stop families using Temporary Cash Assistance for a broad list of non-essential purchases, including vaping products, tattoos, video games, theme-park admission and fortune-telling.

The restrictions apply to cash assistance funded through the federal Temporary Assistance for Needy Families programme, not to food stamps or all welfare payments. Florida says the average recipient household receives about US$250 a month. 

The plan would also block tobacco, drugs, pornography, entertainment subscriptions, spas and tanning services.

The new controls are approved and being introduced in phases, so not every item-level block is necessarily operational yet. Florida already blocks use at alcohol, gambling and adult-entertainment businesses.

The less obvious New Zealand angle is that targeted controls already exist here. Under Money Management sanctions introduced in 2025, a first failure to meet a benefit obligation can put half of a person’s main benefit on an MSD payment card for four weeks. The card can be used only at approved shops for essential goods. The balance and supplementary assistance continue through the person’s ordinary account.

New Zealand’s restriction is temporary and triggered by a sanction. Florida is proposing broader purchase-category controls across its cash-assistance programme. The debate is therefore about effectiveness, administration and personal autonomy, not whether any controls should exist at all.
